Version 0.4 is out: Godot 3.x exporter multiple tile support and tile specific settings

The are 2 major improvements in version 0.4:
1. Having the Godot 3.x tileset parser and exporter means you can now work with multitile tilesets, adding new tiles or replacing existing.
2. Every time you load an image, another version of settings is saved. That means that size, template, offset and exporter parameters like tile name or texture path are restored every time you load that input texture again.
Both improvements come from a long-time thought about having all working data saved without having projects.
