Alpha3 - you can setup each part random priority

This has been a large work motivated by the idea - I finally managed to come up with the UI that allows to set up the randomization.
The change are:
- UI rework, now the screen space is used more rationally.
- Frames, now you can setup how much times the template is duplicated. It is very important for the randomization - you can setup different tile parts to be rendered on different frames and then in the game engine setup randomization priorities for the generated tiles.
- Randomization tuning. What parts are used with which priority now can be set up during the generation in the frames UI. When there are more than one part variants detected, the priority on each variant sets up how often it is chosen to be used on each frame.
- Godot3 export now preserves the priorities you have set up for the tile exported.
- Greatly improved rendering speed.
- Fixed unneccessary renderings on program startup.
- Added the github release upload for all the versions from now on https://github.com/aleksandrbazhin/TilePipe/releases
Overall it is a rather big update with a significant feature implemented.
